| How do I access the entire tribal roll?
The Bureau of Indian Affairs tribal rolls for the years 1885-1938 have been microfilmed by the National Archives. They're generally indexed according to the 'jurisdiction' where the B.I.A. office was during the year that the census was taken, and sometimes it takes some research to figure out exactly where the B.I.A. offices were for a particular year. The National Archives has an online research guide but, as far as I know, no online table detailing the B.I.A.'s administrative changes.
A number of regional libraries and archives, including the Minnesota Historical Society library, have copies of some or all of those microfilmed Indian Census Rolls.
The database here includes - among other things - the entire record for:
Red Lake Halfbreed Scrip
Red Lake Annuity payment rolls, 1864-1874
Red Lake: 1885, 1886, 1889 (Minnesota Chippewa Commission rolls), 1900, 1907, 1912, 1920, 1930, and 1938 Red Lake Base Rolls, compiled by the Tribal Council in 1958
Red Lake payment rolls, 1983
Minnesota Chippewa Tribe Base Rolls (1936, former White Earth Tribal Officer Floyd Sweet's manuscript copy - fairly comprehensive for White Earth but does not include everyone from all of the other MCT reservations).1
Minnesota Mdewakanton Base Rolls, 1934 Leech Lake Pillager Roll, 1922
Grand Portage roll, 1919
Because of the technology we were using - in the 1980s and early 1990s - these 'source' records are identified either in the 'notes' or with a coded 'ID' tag... and figuring out how to 'link' the individual records into a 'entire tribal roll' list is a computer-programming challenge we haven't solved yet.
We're gradually adding more scans of original documents and other 'source' material to the database, but it's a labor-intensive process.

1. Because of the data capacity limitations of PAF 2.31 - the computer program used to compile most of this data - these records are identified with a reference number starting with [MCT- ]
